My solution is for there to be a 0.75 meter (2ft 6in) clear width of pavement all over town wherever this is possible. Pavements primary purpose is for people to walk and push people carriers safely.
Defining what is a mess and what is attractive is not legally possible.

Nothing to do with Blockbusters either as their bin is round the side. My money is on one of the smaller shops leaving it there.

they are from right move as they do not have a back to the shop where they can leave rubbish, go and ask them.
